October 29, 2019, PYMIG Meeting Summary

The PYMIG held a meeting at the Charles Houston Rec Center on October 29, 2019, at 7pm. The purpose of the meeting was to update the status of the Army Corps of Engineers (USACE) environmental permit, review the City Board of Architectural Review (BAR) actions, update the construction schedule and impacts (including haul routes), and to seek nominations for the vacant PYMIG position for an at-large business representative. The agenda, presentation materials, and video of the meeting are available here. (Note: The presentation material slides will significantly aid in understanding the synopsis of the different change options.)

1. Environmental Permit. The USACE is still working to issue its permit in the next several weeks. Once the permit is issued, work can begin in the wetlands.

2. BAR Actions. The BAR will meet on November 20, 2019, to discuss the Metro Station’s exoskeleton finish, lighting, and pedestrian bridge components on the Potomac Yard side of the Metro Station.

3. Upcoming Construction.

a. Initial construction activities of the AC Switchgear building (located between the WMATA and CSX tracks) have begun. The builders have installed the underground utility stub outs (slide 7). The next tasks are to excavate for the foundation footings and installing the footings.

b. The parking lot in Potomac Yard where Metro Station construction workers will park their cars and some construction equipment/material will be staged has been completed (slides 8 & 9).

c. The entrance to the park at the north end of our community has been paved.

d. The demolition of the traffic circle has been delayed. The builders (PYC) have been ready to move forward with demolition for the last two weeks, but, because one of the circle’s two streetlights will be removed during demolition, Dominion Power must reroute the electrical connections so that power will still flow to the other Dominion-owned streetlights throughout the community.

e. The City has established haul routes for the locations in Potomac Yard and Potomac Greens, where construction will take place (slides 12, 13, and 16 depict the haul routes for traffic moving in and out of Potomac Greens).

f. Access for construction traffic from Slaters Lane to Potomac Greens Dr is still being refined. However, the current proposal is to remove two parking spaces on Potomac Greens Dr in front of Rustico and to establish a left-hand turn/straight-ahead lane on Slaters Ln. That proposal is an agenda item for the next Traffic and Parking Board Meeting on November 18, 2019.

4. At-Large Business Representative. The City is seeking nominations for an At-Large Business Representative to the PYMIG. Application details are available on slide 20 and the PYMIG webpage. Application Deadline is November 5, 2019 at 5:00 pm.

5. Upcoming meetings.

a. The Traffic and Parking Board will meet on Monday, November 18, 2019, at 7:30pm in Council Chambers at City Hall.

b. The PYMIG will meet on Tuesday, November 19, 2019, at 7pm at the Charles Houston Rec Center, 901 Wythe St.

c. The BAR will meet on Wednesday, November 20, 2019, at 7pm in Council Chambers at City Hall
