PG Residential Permit Parking District – City Ballots

We’d like to update you on the prospect of creating a Residential Permit Parking District (RPPD) for Potomac Greens (PG) to prevent parking issues that could arise with the opening of the new Metrorail station. Soon, the City Staff will mail ballots to each PG residence to measure support for an RPPD.

History. In February 2021, the PG Homeowners Association (HOA) Board of Directors surveyed residents to determine the community’s level of interest in establishing an RPPD. We received 161 responses, and the results were 138 votes in favor of creating an RPPD and 23 votes opposed, a 6:1 ratio in favor. Based on those results, the Board requested the City Staff begin its process for designating a new RPPD.

ProcessThe first step is for the City Staff to send ballots to each residence in Potomac Greens to formally determine whether residents support or oppose the creation of an RPPD for PG. The City’s guidelines require a minimum response rate of 50%, with at least 60% of the respondents favoring the RPPD. The City Traffic and Parking Board will only review the request if the ballot responses meet those criteria. If the criteria is met to support creation of an RPPD, the City Traffic and Parking Board will forward the request to the Alexandria City Council, which has final approval/disapproval authority. If approved by the City Council, we would ask to establish the parking district just before the Metrorail station’s scheduled opening.

Frequently Asked Questions. You can find the City’s website FAQ page for RPPD questions here. It contains information on the annual cost of parking stickers. It also describes how to obtain “Visitor” passes (for visits of 24 hours or less) and “Guest” passes (for stays up to 30 days). Visitor passes are free and can be obtained online. Guest passes are obtained at City Hall. There is no charge for Guest passes up to seven days. There is a $5.00 charge for a Guest pass of 7-30 days.

Summary. When residents receive the survey ballot from City Staff, they may respond by mail or online survey. We strongly encourage each household to respond to the survey ballot to let the City Staff know if you support or oppose creating an RPPD for Potomac Greens. A “sample” ballot can be viewed here – RPPD sample ballot.
